Community Housing Aotearoa has been working with the Ministry of Social Development and housing providers to develop a new Contract Framework for future contracts for public and transitional housing. We've completed the workshops and MSD has provided these final documents published on Friday 31 August 2018. With the opening of the new Ministry of Housing and Urban Development, amended documents are anticipated in the coming weeks to update references from MSD to HUD.

As a follow on to the workshops, HUD is now seeking feedback on the Operational Guidelines referenced in the contracts and the User Guide for the Business Online Services system.

Community Housing Aotearoa is working with the Ministry of Social Development and housing providers to develop a new Contract Framework for future contracts for public and transitional housing. CHA is seeking to collaborate with our members and other providers to bring forward a consensus regarding the proposed contracts. We will be participating in weekly meetings with the Community Housing Regulatory Authority, MSD Housing and Policy, and Housing New Zealand. Leading the effort for CHA is Deputy Director Chris Glaudel, who can be contacted here. You can read the announcement about the new framework here.

CHA is pleased to post below the initial draft documents released by MSD. Please provide your comments, questions and concerns to Chris. You are also free to contact MSD directly on issues, but we kindly ask that you keep us informed so that we may understand your viewpoints. We will be posting updates from the weekly meetings and revised drafts as they are received. CHA will also facilitate additional conversations with providers who have expressed an interest in keeping up with the work, but not directly participating in the meetings with MSD.

MSD has provided two documents regarding the use of an encumbrance for New Supply Development Funding where up front capital is provided. The encumbrance will not be used where only an operating supplement is provided.
