We have, however, suggested that the appropriate response would be a systemic improvement of the planning, infrastructure and funding frameworks for urban development authorities (UDAs). Otherwise the need for UDAs will become a band aid approach.
While we agree that the UDA signals a significant and welcome departure from the current system we only partially support the UDA provisions. Our support is subject to mandatory housing affordability requirements and combined planning and funding provisions being sorted. As currently set out it is a $1 solution for a $100 set of problems.
